Leawood: Rooted & Reaching comprises two integrated initiatives - updating the citywide Comprehensive Plan and the Leawood Development Ordinance.
Leawood is embarking on an exciting journey to shape the future of our community through two closely connected initiatives: the Comprehensive Plan update and the Leawood Development Ordinance ("LDO") update. These efforts will work hand-in-hand to guide how our city evolves and thrives over the next 20 years. The planning process will take place throughout 2025 and into early 2026, beginning with the Comprehensive Plan. Once the plan is adopted, the LDO will be carefully reviewed and updated to align with the community’s priorities. This coordinated approach ensures that our development regulations support the goals and aspirations identified by residents during the planning process.
Leawood Rooted & Reaching is currently in the draft phase and undergoing review through work sessions with the Governing Body and Planning Commission. A public draft of the plan will be available soon, and we’ll invite the community to review it and share feedback at that time. VIRTUAL! Public Open House #1
The Planning & Design Charrette was held on November 10th and 11th, bringing together community members, stakeholders, and the project team to explore ideas for the future of Leawood. We created an online portal where community members could review the initial concepts developed during the charrette and share feedback. The portal was open for comments from November to January. The ideas and comments we received during this period will directly inform the Comprehensive Plan as we move into the drafting phase of this exciting project!

UPDATING! Current Comprehensive Plan
The current comprehensive plan was initially adopted in 2002, and has been reviewed and updated with minor changes on an annual basis to fulfill Kansas Statute requirements. While planning Leawood is an ongoing, iterative, and intentional process, conditions have evolved in the 20+ years since the original Goals, Objectives and Directives outlined in the existing Comprehensive Plan were developed. This process supports a renewed public engagement process to update the document and ensure policies align with community consensus.
